Rapid Market Access is now available.We are very pleased to announce that relief
from regulatory suitability requirements now permit approved firms,
which do not offer advice to self-directed investors, to process
eligible trade orders without reviewing the trade for suitability
against their client's investment objectives. As a result, TD Waterhouse
is able to offer our clients an enhanced service that will give
them more immediate access to the markets. This service is called:
"Rapid Market Access"As you may know, until recently, Canadian
securities industry regulations required that every registered
broker, including TD Waterhouse,
review all client trades for suitability before the orders were
forwarded to the appropriate exchange. On behalf of our clients,
TD Waterhouse
has been successful in lobbying the Securities Industry Regulators
to permit elimination of this extensive manual review process. We
believe the new regulations will better serve the needs of Canadian
investors in today's fast-paced, high volume market environment and
provide the same rapid market access presently available to
self-directed investors in the United States.
Given the wealth of educational and online research services
available through TD Waterhouse
and other industry sources, investors today are far more
knowledgeable and able to make more informed and timely investment
decisions - and, as a result, speed to market has become an
increasing priority. At

we believe that rapid and efficient access to fast-moving

Rapid Market Access is now available. All new clients are
required to accept Rapid Market Access as a condition of opening
the account. Clients that opened their account prior to February 5, 2001 need
to confirm whether or not they wish to take advantage of this
